Research On Theory And Application Of The Environmental Information Systemauditing

Through years of development, the construction of information system has madegreat achievements in the field of environment protection, both the national and localenvironmental protection departments have constructed the national environmentalmonitoring network system, composed of a plurality of monitoring stations, at thesame time， the systems have acquired and accumulated a lot of environmentalinformation. But the economic in our country is increasing at a high speed, theproblem of environmental pollution is increasing. In the face of environmentalproblems, in order to increase the national environmental supervision, how to usemodern information technology plays an important role. To improve the efficiency,capacity and the standard of environmental protection work, it is not only a greatchallenge of the environmental protection work in the new period of our country, butalso a major task of information technology which need to be solved urgently. Withthe efforts of the construction of information system in recent years and thecombination between the traditional auditing theory and modern informationtechnology，as a new mode of auditing, environment information system auditingshould be developed continuous under the environment of information systems.In the current years, the main content of environmental auditing in our countryfocused on many aspects, like the implementation of environmental protectionpolicies and regulations; the implementation of environmental protectionresponsibilities; the financial management about environmental auditing; theconstruction, operation and performance of environmental auditing and so on. Theresearch of environment information system auditing is still at the initial stage, weshould try our best to research on environmental information system auditing aboutthe relevant application of the theory constantly so as to apply in the practice of ourwork, to improve the work of environmental auditing in china gradually. This papermainly uses the methods of literature review, comparative analysis and empiricalstudy method, research on the related theory of environment information systemauditing. Because of the particularity of environmental information system, firstly,through analyzing the difference between environmental information systems andinformation systems in general, then construct the basic auditing theory structure ofenvironment information system auditing. Secondly, this paper introduces thecontents and methods of environment information system auditing, constructs theevaluation index of environmental information system, calculate the evaluation indicators of environmental information system based on AHP method. Thirdly, set anexample of a drinking water management information system auditing in a foreigncountry, then analysis and summarize the problems and causes in the auditing project.Finally, according to the analysis results, put forward of the recommendations onresearch in the field of environmental information system auditing in China, providesguidance for the application of environmental information system auditing in China.
