As the anti-smoking movement is booming , more attention are paid to the health and environment, and because the smoking is one of the most important factors to cause fire ,many laws have been enacted to enforce the cigarette paper must have a low ignition point or propensity. Various attempts have been made in controlling cigarette free-burn rate particularly with a view to developing a reduced ignition propensity or self-extinguishing cigarette. Such features of low ignition propensity or self-extinguishing cigarette are believes to be safety features. The importance of the study on low ignite propensity cigarette paper and the research progress of the preparation technology of the low ignite propensity cigarette paper were introduced in this dissertation at first, the relation between cigarette paper and smoke are presented. The character and its application in cigarette of magnesium hydroxide and aluminum hydroxide and cerium oxide are introduced.Using flame retardant magnesium hydroxide and aluminum hydroxide and cerium oxide as part of cigarette paper filler, the influence on the physical property of cigarette paper is studied when the Carboxylated Styrene-butadiene (SBR) and polyvinyl alcohol (PVA)are used as the binder separately. The coating process is optimized.A pre-coating is applied onto the selected cigarette paper. The influence of coating weight, pigment proportion, the types and dosages of binder and the properties of pre-coated paper was studied. The optimum pre-coating formulation is determined as follows: the coating amount is about 22.86g/m2, the mixing ratio by weight of PCC to aluminum hydroxid is preferably 75:25, solids percent mass is about 40%, the amount of potassium citrate is about 15%, and the study also found that the PVA is more suitable than SBR used as binder to make the low ignite propensity cigarette paper.When SBR is used as blinder, the results show that the white content of the cigarette paper coated with aluminum hydroxide and magnesium hydroxide and cerium oxide separately reduce by 4.21%, 3.11%, 14.04%. The air permeability of the cigarette paper coated with aluminum hydroxide and magnesium hydroxide and cerium oxide separately reduce by0.64 CU, 0.82CU, 0.49 CU. When the solids percent mass is over 40%, the the cigarette paper coated with aluminum hydroxide and with magnesium hydroxide can self-extinguish. Compared with the base paper, the tensile strength of the cigarette paper coated with aluminum hydroxide and magnesium hydroxide and cerium oxide at least increase by 46.1%, 37.3%, 49.0%.When PVA is used as blinder, the results show that the white content of the cigarette paper coated with aluminum hydroxide and magnesium hydroxide and cerium oxide separately reduce by 3.26%, 2.34%, 6.85%. The air permeability of the cigarette paper coated with aluminum hydroxide and magnesium hydroxide and cerium oxide separately reduce by4.19CU, 4.83CU, 3.85CU. The free-burn rate of the paper coated with aluminum hydroxide and magnesium hydroxide and cerium oxide separately increase by 65.39s, 51.83s and 22.99s.Compared with the base paper, the tensile strength of the cigarette paper coated with aluminum hydroxide and magnesium hydroxide and cerium oxide at least increase by45.0%, 39.2%, 33.3%.
