Studies On The Policy Support And Legal Protection Of Shaanxi's Environmental Protection Industry

Environmental protection industry is one of the most important material bases and technological security to protect the environment and achieve sustainable development. It's the most potential new increasing point for the future economy and is of the great strategic significance.In this paper,the environmental protection industry of Shaanxi Province will be studied from a legal point of view.Policies and laws have been attached great importance to the umbrella and boosters for development of the environmental protection industry.This paper is based on the environmental protection industry development of Shaanxi Province,and analyzes the distribution,direction,the current policy overview of the legal system and so on.Through theoretical study and learning from international experience,a way to solve this dilemma is explored.Around these areas,the paper made the following research work:Firstly,according to a lot of theoretical work,the definition of the environmental protection industry,the legal characteristics and existing policies and laws are clearly demonstrated.Using the combining research methods of empirical analysis and normative analysis,and the theory of law,institutional economics,environmental economics,it's fully proved the great value of the topic.More importantly,these theories lay a solid foundation for the article.Secondly,after in-depth research,the ultimate goal of this paper is to promote the development of environmental protection industry,and then speed up the environmental protection work of Shaanxi Province.The main line is to perfect the policy and legal protection.The plights of Shaanxi's environmental protection industry are summarized in this paper,and a lot of experience,both at home and abroad,or from the other provinces of China,are in-depth studied.Eventually,a feasible policy and legal protection system are build for Shaanxi's environmental protection industry.Thirdly,in order to construct the feasible environmental protection policies and laws for protect system,its values should be clearly identified first.That is both orderly and efficiency.And then build a specific development system of Shaanxi's environmental protection industry under the guiding ideology.Such as,designing a government policy and supervision patterns,improving the regulations regarding to environmental protection industries in the economic law,environmental law and local laws.
