The Study On Construction Of The Environment-Friendly Society Of China

Facing the problem of world wide resources shortage and ecosystem deterioration, human beings gradually sense that environmental problem is the key point of a multi-level social problem. In order to solve the environmental crisis, we must change the social and cultural value which reflects Anthropocentrism, abandoning the traditional economic growth and consuming modes, having innovation and change in minds and mechanism on three levels of government, company and the public. Therefore , we need an environmental revolution imminently.To build a environment-friendly society is a major strategic option for China's model of modernization.All developed countries had been relying on the traditional industrialization,with high consumption of unrenewable resources.China dose not have the social and economic environment that the industrialized countries enjoyed at the beginning of their industrialization . Its strategic resource constraints and environment challenges are sterner than any big countries in industrialization.In this paper, chapter one expatiates the historical background of building environmental-friendly society and introduces the source of environment-friendly society from both international and national levels. Through interpretation of its connotation from domestic and foreign experts, this chapter will offer us a more systematical definition for its connotation and characteristics. Then, author analyzes that facing the current environmental crisis, China searches for change actively and builds environmental-friendly society under the guide of ecocentrism, stating that it is especially necessary and important for China to build environment-friendly society now, pointing out that building environment-friendly society is the absolute choice for China to change our national environmental situation and core point of building harmonious society, absolute requirement for China to implement the policy of scientific outlook of development. Building environment-friendly society is in favor of changing the extensive mode of economic growth and breaking the bottleneck of resource constraints, maintaining social stability, creating an enabling international environment;Chapter two introduces the current economic development situation and obstacles from conception, system and mechanism which building environment-friendly society is faced with. Author particularly analyzes the provisions of rights and obligations on three levels of nation, company and individuals (the public), pointing out the deficiencies on the three levels in building environment-friendly society and putting forward the countermeasures against the deficiencies.Chapter three analyzes the ways by comparison to assure the environment-friendly society, concluding that its guarantee ways have the individual characteristics of being stable, authoritative and coercive, pointing out it play a key and final supporting role in building environment-friendly society. Therefore, we should attach much more importance to legal guarantee which can not go without complete legal system. By comparison, legal guarantee of China is still not good enough and can not meet the need of building environment-friendly society. It is necessary to construct the legal guarantee system of environment-friendly society according to Chinese basic situation, under the requirements of building environment-friendly society, learning from the experience of western countries.Chapter four state the summary of legal system on building environment-friendly society in China, pointing out the deficiencies in current legislation and law enforcement of China. At the end of this chapter, author puts forward the suggestions of amending environmental law, strengthening the legislation under the guide of ecocentrism philosophy and perfecting national environmental law enforcement.
