The packing is characterized by the increasing volume and a shorter life-span. The paper is based on the circular economy of "Eleventh Five-Year Plan Technology support" subject. In the paper, the status of generation, recycling ad final disposal stage of packaging waste has been investigated and analyzed. The amount of the consumption of the paper packaging, plastic packaging and composite packaging waste has been summarized. The on-site investigation of the amount of the individual recycle, the recycle channel of the packaging waste recovery enterprise and the final disposal amount in the landfill have been carried out.The method of material flow will be applied to the life cycle of packaging waste. The results showed that the effect of paper packaging waste recycling is better, as calculated over 90% recovery rate, however, the recovery of plastic packaging waste situation is more complex, better-interest packaging waste as PET bottles with high recovery rate while the recovery of plastic packaging film is very low, as calculated the total plastic packaging waste recovery rate of about 14%. The composite packaging recycling is still in its infancy, the recovery rate of about 10%, but recovery benefit is varied. The forecast of the generation of the plastic packaging waste with recycle pressure has been done. The forecast result is the plastic packaging waste 2010 production of is aboutChina's packaging waste recovery system is complexity. This article identifies the recovery mode including: the recycle mode relying on the solid waste collection system; the recycle mode based on the residents community and other community-based recycle; industrial packaging recycle mode; recycle mode of the recovery enterprises ; the recycle mode based on the circulation of commodities; the recycle mode based on the responsible party of the extended producer responsibility system; the recycle mode based on the organized specialized recycle system; large-scaled and intensive recycle mode. The rationality and the existence problems of the recycle modes has been analyzed.
