In china, low-permeability recoverable reserves account for a very large proportion in the total recoverable oil reserves. The rational development of low-permeability oilfield has become very important for the sustainable development of China's oil industry. East 16 block located in the northern of Yushulin oilfield, and Fuyang reservoirs are the main reservoirs, which belong to low-permeability, ultra-low permeable reservoir. The contradictions and problems gradually exposed in the development process have seriously affected the development effect of the blocks. The moisture content of oil wells located in water-well row is rising fast, at present most has more than 90%; while the effects of water injection are not obvious for oil wells located in oil-well row.In view of the low output, low production rate, the serious development conflict and so on in East 16 block, exploitation effect in East 16 block had been evaluated in the thesis, from final recovery efficiency, water remaining rate, general water percentage, exploitation situation of the reserves and actual production characteristics of the block. Results show: final recovery efficiency is 23.01% in East 16 block, and 24.25% in East 160 fault block, while 20.52% in Sheng 371 fault block. Numerical simulation method was be used in this paper to research remaining oil distribution, results show: in East 160 fault block and Sheng 371 fault block the main type of remaining oil is imperfect injection-production type; some main layers, which are high degree of recovery, high moisture content, better using the situation of reservoir, are the development adjustment of main target; while some oil layers, such as some relatively poor reservoir properties, or poor using of the situation of reservoir or sandbody fragmented or imperfect injection-production or low waterflood controlled degree, are the key target of well pattern thickening. Four Infilled adjustment schemes were designed for East 160 fault block and in addition four for Sheng 371 fault block, technology index shows that the best scheme for East 160 fault block is two rows of infill drilling wells were arranged in oil well row and water well row to form line flooding with large well spacing distance and small row distance; the best for Sheng 371 fault block is triangle center of gravity of infilled well pattern, the oil well located on the water well ranks should be convered.This study for the fractured low permeable oilfield development has guiding significance.
