With accelerating of urbanization, the catastrophic incidents which we are facing are rising. The security of the city is threatened by secondary disasters which are triggered by natural disasters. The extent of its impact of natural disasters is sometimes more than their own. The risk of accidents have been more focused on because of the features of the industrial enterprises.A new angle has been selected which is the research on relationship between disaster and accident based on the background above. Based upon the Macro-view to analysis and assessment the risk of natural disasters, the probability and severity of mishap will be analyzed and quantified systematically at the same time, which is the seniority of Safety investment and layout of stand-by system.In this paper, the relationship between disaster and accident has been derived base on the energy transfer theory which is combined with distinction of disaster. At the same time, different parameters has been introduced to create the probability model. Based on the qualitative HAZOP, the probability of accident can be standardized in detail later. Fire explosion index method has been complied during the analysis of severity that in order to make the results more scientific and realistic in losses.Finally, feasibility and operability have been corroborated by the way of application samples.
