Water resource is the important factor of the socio-economic development, and with the growing water pollution, improvement of the water quality has become one of the major tasks for environmental protection. With the development of socio-economic development, many cities continued to face serous water resources shortage together with pollution-induced water shortage. Then more strong artificial regulation of water body is used to solve water shortage in many cities. As a result, it is difficult to use the traditional total waste load control methods because of the acute changes on hydrologic, water resources, transportation characteristics in those regions. However, at present, there are few systematic researches on water waste load control in strong artificial regulated regions. Therefore, it is particularly necessary to make a capacity total quantity controlled method to solve the problem for such a special study object.Through the case study of a city in Haihe river basin, which with severe water pollution, shortage of the water resources, more Dam and strong artificial regulation, we studied the water total waste load control method to provide a new feasible idea and methods for total waste load control in arid areas, shortage of water areas and with strong artificial regulated regions. The control scheme implemented in the pollution control unit in conjunction with pollutant discharge directions. Need to add that, the pollution sources to surface water environmental impact evaluation is very important in a capacity total quantity controlled method. Considering the complexity of industrial structure, the complexity of the interrelationship between the indicators of environmental, economic and social, existing evaluation methods of pollution sources, such as equal-standard pollution load method and integrated discriminator index method, is difficult to reflect the reality of the limitations of non-linear characteristics. Therefore, BP Artificial Neural Network was applied to assess the integrated environmental-economic attributes of industry pollution source and used MATLAB to design the net. And the scheme to control total waste load is proposed, which is suitable for strong artificial regulations regions called environmental capacity distribution in pollution control unit based on optimal industry distribution. In the scheme, at first, according to the characteristic and management function of water pollution point sources'pollutant discharge direction, we divided the controlled area into natural surface water controlled area and non-natural surface water controlled area. Then we adopted different pollutant controlled methods to different areas. Regarding to the natural surface water controlled areas, we actualized capacity total quantity controlled method. However, we mainly actualized target total content controlled method to the non-natural surface water controlled area and used different pollution control methods to different water pollution types.In a word, this paper advances a new thought of water total waste load allocation methods. And that provides scientific theory gist of total waste load control and putting out of the emission license, and shows some reference value on consummating the pollutant gross allocation technique.
