An Ethical Examination On The International Aid Of Natural Disasters

Throughout the history, natural disasters accompany with the human society, and have been threatening the survival and development of human society. Along with fast development of global economy and sharp growth of global population, the humanity sees more and more greedily to exploit the natural resources, so the ecological environment worsens day by day and the frequency of occurring of natural disasters is getting higher and higher. So inevitably, natural disasters will be harmful to the survival of the humanity and they also increasingly become a serious disadvantage factor to the sustainable development of the human society. Therefore how to prevent natural disasters, to reduce the losses of them, to maintain our common homeland, and to show our respect to our lives have become the topics which the governments of various countries and the educational world care together. They are also the pressing tasks to be solved urgently which matter the sustainable development of every counties and the important issue which matters the survival and development of the human. As one of the important topics, the international aid of the natural disasters more and more pays attention for the world people. Does not need to refuse to talk about, many moral problems have been in the process of international aid of natural disasters. Sometimes some moral problems immediately influence the result of international aid of natural disasters, even become the critical factor that whether the international aid of natural disasters smoothly carry on. But in the present academic circle, the ethical research on the international aid of natural disasters is still extremely deficient, therefore it is very imperative to enlarge ethical studies on the international aid of natural disasters.This essay conducts the research from ethical angle to the international aid of natural disasters. It focuses on the necessity of the international aid of natural disasters, the moral problems existing in the process of it, the ethical value of it, and how to realize the ethical value, and so on. It is divided three parts. The first part is Introduction, the second is the main body including three chapters from Chapter 1 to Chapter 3, the third is Conclusion.In Chapter 1, the author explains the meaning of the international aid of natural disasters and the types of it, then, on the bases of this, emphatically elaborates the necessity of the international aid of natural disasters. The burst-happened and destructive characteristics of natural disasters make disaster-affected countries need the international aid; The reality of incapable rescue of the disaster-affected countries and urgent need to be rescued of the disaster victims'lives and property make the disaster-affected countries need the international aid. In Chapter 2, the author has discussed virtues of the international aid of natural disasters, and thinks that the international aid of natural disasters is one kind of moral behavior, because the international aid of natural disasters is the voluntary behavior of the aid-giving country, needs the aid-giving country to pay some prices, and is the behavior that the aid-giving country helps other country to rescue the lives and property of the disaster victims not for profit. Also the author points out that the practice of the current international aid of natural disasters has some moral problems, and believes that these moral problems are the reasons of the international aid of natural disasters to be rejected, subsequently proposes some tentative plans to solve these moral problems, and couselles both the aid-giving country and the aid-accepting country to pursue corresponding ethical values in the process of the international aid of natural disasters.In Chapter 3, the author discusses the questions how to realize the ethical values of the international aid of natural disasters, proposes a series ways and countermeasures for realistic reference. If we want the ethical values of the international aid of natural disasters to realize, both the aid-giving country and the aid-accepting country must set up some corresponding moral consciousness and observe some corresponding ethical principles. The moral consciousness which the aid-giving country should set up are:the consciousness of life supreme, the consciousness of respecting other country's sovereignty, the consciousness of unity and cooperation; at the same time, the aid-giving country should observe some corresponding ethical principles:humanitarian principle, prompt principle, equal principle and free principle. The moral consciousness which the aid-accepting country should set up are:the consciousness of humanism, the consciousness of responsibility. And the ethical principles that the aid-accepting country should abide by include:the principle of making disaster information public, the principle of self-helping, the principle of good faith and the principle of grateful feeling. Only do as stated above, can the aid-giving country and aid-accepting country save the disaster victims' lives and property well, establish positive images for their countries, and construct the harmonious world together.
