Study On Improving The System Of Beijing Local Water Pollutant Discharge Standards

This study aimed at modification and improvement of Beijing local water pollutant discharge standard system,which can be helpful for water environmental supervision,management and regulation executing in Beijing.US water pollutant discharge standard system,as a typical example of advanced system in developed countries,was studied in this paper by analyzing its frame structure,content,as well as principles and methods of working-out discharge limits,in order to provide the technical support for improvement of Beijing local standard system.To make sure that Beijing local water pollutant discharge standard system link up with the national system,China national system was studied in this paper on the aspects of development history,structure and technical method of working-out discharge limits.Additionally,domestic provincial water pollutant discharge standard systems of different categories were also studied to provide useful reference and experience for the construction of Beijing system.Based on the above study,the active Beijing local water pollutant discharge standard (DB11/307-2005),including its frame structure,guidance principles,main content,was comparatively analyzed.The effectiveness of carrying out this standard was affirmed,and the main problems of this standard were pointed out,considering its system structure,specificity of different industries,and the link with national standards etc.Moreover,the necessity of modifying Beijing local water pollutant discharge standard system was exposited according to the serious position and main problems faced by water environmental protection and water pollutant reduction in Beijing.In terms of established principle,guidelines and technical routine,based on the local discharge standard requirement analysis for domesticl ,agricultural and industria pollution sources,the improved Beijing local water pollutant discharge standard system was constructed,and structure diagram,standard code,and system table were schemed out. Technical methods of working out scientific and reasonable local discharge limits were put forward in this study by making out technical guide.
