Lanzhou city is a underdeveloped region in western China. There is severe air pollution in the winter heating period, and the consistency of SO2 seriously more than the standard, which are bed for the production and life of residents and the coordination development of the city's economic, social, and ecological. Market theory will be used for pollution control, with the economic means to solve environmental problems, becoming a new attempt among all levels of the government.Firstly, basing on the theory of emission trading, this paper compared the pollution charge system, the "three simultaneous" system, ecological compensation system, and other environmental economic policies. We found that in economic development and environmental protection, the emission trading system is more efficient than others. After a gradual improvement, it can well coordinate the contradiction between environmental protection and economic development. Then the paper discussed the calculation method of environmental capacity of SO2, and the A method can be used for estimating the environmental capacity of Lanzhou. Then analyzed the choice of the initial allocation of emission rights of Lanzhou, now it should rely mainly on free allocation while auction and awards subsidiary. With the emissions trading market going a step further perfect, it can gradually reduce the proportion of free allocation. Finally in the Construction of SO2 emissions trading market, Lanzhou should pay attention to the issues. And in order to keep the market smoothly, the government, enterprises and the public must assume a shared economic development and environmental responsibility. At the end, we make a summary and point out the problems that should be concerned when actually function and the further research direction.
