As the most favored environmental management tools today, the emissionstrading system has become an important choice for policy makers as its effectiveenvironmental governance from the date of birth. The characteristic of emissiontrading system is that conforms with inherent rules of market mechanism, so it has agreat advantage in focusing resources of governments, enterprises and other market,which has been confirmed by the successful practitioner in United States, Europe;which also brought positive ideas for our country to solve the current seriousenvironmental problems. Of course, the two sides of things in the emissions tradingsystem is no exception. However, the shortcomings of the system are focused on inpracticing. No matter in the first area United States, Europe and other regions, or inthe emissions trading pilots which are exploring in our country, the system exposesthe side which needs to be explored and reformed. It is the starting point of this paperwriting. In the thinking of the issue involved in this thesis is mainly on making theemissions trading orientation active, and did data collation and analysis for thisperspective. The author regularized the emissions trading system from its positive andnegative aspects by discussing the birth, development, success and difficult positionof the system, from the United States, Europe and some regions in practice the lack ofprogress of our country difficulties encountered when the system is research focus topractice modeled on experiences and lessons learned, finishing the bottleneck ofChina’s emissions trading system while effectively solve environmental problemsfacing the country, thus raised some suggestions that solve the problem, in order tohelp to put the emissions trading system into effect.
