The human is not only the leader of all production activity and the key factor to create the wealth and complete the task, but also the primary factor to stimulate accidents. Statistics demonstrats that, the accidents caused by human error accounts for 70%-90% of the total casualty. At present, the research on human error in all fields becomes a hot issue. China is the biggest coal production country, whose coal output accounts for about 25% of the world's. However, safety problem in coal mine is also the big trouble for the whole nation. Most accidents in coal mine are related with human error, and human factor holds the important position in accidents. But in coal mine the research on human error is relatively detective, and even there is no human error prevention system to adapt coal mine. Based on the consideration, this paper proposed the study on dynamic safety management system for human error in coal mine.First, the paper discusses on human error theory, and the necessity for human error prevention and its dynamic development trend. By statistic analysis on coal mine accidents between 2000 and 2009, it summarizes the characteristic of human error accidents in coal mine, and analyzes the reasons from three aspects: individual, organizational management and scene fitting. Aimed at the influencing factors in coal mine, hierarchy model of influencing factors for coal mine human error is established. Using the grey correlation analysis principle it makes the factors'innerrelation analysis and obtains several factors which have more ingfluence on human error, including organizational management and individual in main factor level, and organization decision-making, deliberate violation, communication, psychological factor, safety culture, and quality in sub-factor level. Then it gives the example analysis on a coal mine gas accident in 2009, which proves the close connection between coal mine accident and various factors.Finally, in view of coal mine human error's characteristic and hierarchy model, the paper constructs the dynamic safety management system for coal mine prevention and controls. The system includes two sub-systems, they are human error's foundation prevention system and dynamic control system. And it proposes the related management measures, which provides a more comprehensive instruction and reference for coal mine human error prevention.
