Energy ecological footprint as an effective measure to sustainable development, through the efficiency measure index such as forest ecological capacity, intensity of Energy ecological footprint pressure, Ecological footprint of energy production, to become the measure of whether a country or city based on sustainable development, implemented the regional ecological and economic integrated measure of supply and demand balance.This article studies the energy ecological footprint based in Fujian Province in 1978-2007 longitudinal time series, the value of forest carbon sequestration estimates and the regional horizontal ecological compensation of regions of Fujian Province in 2008 based on energy ecological footprint ecological,three layers, and closely linked to sustainable research,namely, energy ecological footprint, forest sequestration and emission reduction, landscape ecological compensation system are taken as the research content, efficiency measure index, such as, energy ecological footprint per capita, energy footprint of pressure intensity, the energy footprint of production, Forest Ecological Capacity are taken as the research vector,tries to act the value of forest carbon sequestration and landscape ecological compensation as quantitative methods for sustainable research.The results show that: there is a big volatility in Fujian Province of energy ecological footprint per capita in 1978 -2007, the energy ecological footprint on the rise overall. In 1978, ecological footprint per capita energy of Fujian Province is 0.085ghm2, while the energy ecological footprint per capita in 2007 was 0.878ghm2, is 10.33 times that of 1978, compared with 4.5692 million tons of standard coal in 1978 , 77.7452 million tons of standard coal in total energy consumption in 2007, to increased 73.181 million tons of standard coal, average annual growth of 8.6%, consumption structure generally shows a coal-based situation ,natural gas, electricity and other new energy contribution is too small, forest ecological capacity per capita in 1978 from a surplus 0.260 to the deficit 0.41 hm2 in 2007, It shows that the environmental stress in Fujian province is gradual strengthening , damage increased, showing unsustainable. In the years from 1978 to 1995, EFI plummeted from the 3.129hm2/million to 0.43hm2/million, This shows that the efficiency of energy use in Fujian Province is increasing,. VEF value of Fujian Province is 0.322wang yuan / hm2 in 1978, as of 2007 per hectare of land to create economic value has reached 29,500 yuan,an increase of 8.17 times. View from the comparison between per capita energy footprint of Fujian Province and China, the situation of Fujian's per capita energy footprint totally lower than China's per capita energy footprint, in 1978, per capita energy footprint of Fujian Province is only 1/4 of China, Fujian Province in 2007 per capita energy footprint is 0.98 hm2,closer to China's per capita energy footprint, has been increased to 10.4 times of 1978 as 0.878hm2..In 1978, the pressure intensity of the energy footprint of Fujian Province is only 36% as China, in 2007, the intensity of the energy footprint pressure of Fujian Province is 0.34 hm2, closer to 0.58hm2 / million of China's, In 1978, value of the energy footprint of Fujian Province is 3 times that of China's, however, in 2007, value is only 1.73 times. This shows that the whole energy footprint value of Fujian Province is higher than China standards level ,but the growth rate declined.In addition, the results of the energy footprint of lateral region in Fujian Province in 2008 show that Except for forest ecology per capita of Nanping surplus 0.27hm2, the per capita forest ecological of Ningde surplus 0.17hm2, all the rest deficit. Respectively.According to estimates of forest carbon sequestration value, ultimately application of the new fitting model the theoretical value of carbon sequestration by forests in Fujian is 51,082,300 hm2, Considering the enforceability of market "internalization", using the application market approximation factor, it eventually comes to that the value of the unit of forest carbon sequestration replacing the Internal market is 102.16 yuan/ hm2. in accordance with Nanping City and Ningde in Fujian Province in 2008 ,ecological compensation should be respectively 79.4253 million yuan and 52.2879 million yuan, The money should be received from 2,065,256,300 yuan in compensation transfer payments which the other seven city pay together, payment of the remaining funds 1,933,543,100 yuan should be pay the relevant state departments to defray the provinces which caused ecological pressure because of occupation of the ecological carrying capacity Therefore, China as a balanced overall, Fujian Province, should be considered paying appropriate compensation to other provinces with ecological surplus in the ecological budget ,to finally realize the equity development of interregional.
