The global climate change has become the common concern of the whole world. How to implement the global climate governance to solve climate change, particularly global warming has become an important issue. In the global climate governance, the application of market mechanisms to solve climate has become a trend. This dissertation has carried on the comprehensive study of the largest and most important of the current emissions trading mechanism-EU Emissions Trading Scheme under the global climate governance framework to assess the gains and losses.The first chapter mainly introduces the performances of climate change and its characteristics, limits the concept of global climate governance. The global climate change questions includes the temperature changing, the sea level rising and so on。Global climate governance can be understood that the international community, mainly nations, goes all out to alleviate and response the global climate changes through the restricting institutional arrangement or informal rules, so as to maintain the survival and sustainable development of the human society. Global climate governance is not simply an environmental problem, but a political and economic problems around the worldThe second chapter has analyzed the evolution and choice of EU policy on climate and discussed the content.Firstly,the major countries' climate governance and policies are introduced,then the EU policy on strategies of climate governance and choices of mechanism.The third chapter has introduced development, current situation and impact of the emissions trading mechanism in the world and analyzed the evolution and choice of EU policy on climate and discussed the content, development and impact of EU ETS. Also, the core of the EU ETS-allowance allocation is discussed in detail, focusing on the issues of centralization and decentralization, fairness and efficiency in the process of allowance allocation.The fourth chapter makes concrete analysis on EU ETS Phasel by the case. Cite factors which impact the evaluation of Phasel and make detailed and in-depth study to the effects of governance in the completed Phasel based on the data. The fifth chapter discusses the achievement, shortcoming and doubt of EU ETS. This chapter concludes the experiences and lessons gained from operation of EU ETS's five years, and makes a conclusion that the EU ETS can basically be seen as a success.In brief, the function of market mechanism in global climate governance is significant. We would like to make thorough understanding and In-depth analysis of EU ETS with the greatest influence. In this way, whether it is involved in EU ETS or build our own emissions trading system, it will have some reference value for the people and state.
