The global climate change has become a major issue and common concern of the whole international community. The governance of global climate issue is essential to human survival and development, and gradually gains public concern. From the perspective of international politics, the dilemma in global climate governance roots in the unsuitability of the subject and object of the governance. The global climate, as the governing object, shows obvious externalities, which result in the failure of market control on pollution. As the governing subject, with bounded rationality, the nation state in pursuit of its own interest makes limited effort on the climate governance.With the gradual accentuation of the climate issue and the development of international climate cooperation, the trend of pluralization of the governing subjects occurs. The Kyoto Protocol is a milestone in climate cooperation, based on which an early form of multi-level governance model was set, brought main governing subjects into a multi-level framework, and successfully introduced market mechanism to better regulate and control the cost and profit. Based on the theory of multi-level governance, the paper tries to explore an ideal model for multi-level governance of climate issue.The paper is divided into four chapters. The preface makes a brief introduction of the topic, background and its significance, an overall review of relevant research is made. Chapter 1 is a deep-going analysis of the governing object with application of economical definitions. Chapter 2 summarizes the main actors in global climate governance with the addressing of their definitions, ways of act and influence. Chapter 3 conducts a case study on the Kyoto Protocol, the negotiation process is reviewed, the dilemma, achievement and breakthrough are studied. Based on thorough investigation on multi-level governance theory, Chapter 4 sets up an ideal model of the multi-level governance of climate issue, and discusses the approach. The conclusion states China's perspective on climate issue, and brings out suggestions.
