Yinchuan city is the main grain producing area and industrial area of Ningxia Hui Autonomous Region where groundwater is the main source of drinking water and industrial water. NingXia refinery and waste dump are located in the southern region of YinChuan, there are two big size water sources around them. With the continuous development of regional economy,petroleum demand is increasing.it is possible that the groundwater would be polluted by petroleum in the course of processing, In order to keep the sustainable development and utilization of water resources and guarantee the agricultural and industrial and residential health of Yinchuan region, In this dissertation we do the research using Visual MODFLOW on groundwater systems for numerical simulation and set up the appropriate water conceptual models and the mathematical model, based on the detailed analysis of existing data and the results of previous studies. The mathematical model can reflect the characteristics of groundwater movement after validation. Based on the groundwater flow model, we established water quality model which use conservative tracer as the simulation factor. We calculate the water quality model with the MT3DMS of Visual MODFLOW and predict of petroleum contaminated groundwater in the study area in three different simulations of conditions, and finally get the reasonable prevention and treatment programs according to the prediction result.The model forecast results showed that normally the pollutants within a year mainly gathered in the unconfined aquifer surface, the confined aquifer is not polluted. The migration area of the pollutants is 2 times larger than the normal condition under the burst accident. The pollution plume got little change in the area after adding the reactions, but the concentration of pollutants have significantly reduced trend.By the predict results water quality model, the groundwater of the study area is likely to be polluted. The unconfined aquifer contamination will occur mainly convection seriously, if the groundwater get a oil pollution, the aquifer may also get more leaky pollution. So it is necessary to apply the prevention and treatment programs.The prevention programs including:(1) Change the water supplying pattern and enforce the management of water using. (2) Set seepage facilities and inhibit leakage of pollutants. (3) Improve the monitoring technique and establish a sound monitoring system.The pumping water treatment systems will be used as the governance programs. Through comparative analysis of four different treatment effects of treatment programs, finally choose the pumping water treatment systems which pump flow rate is 1000m3/d, water flow to 500 m3/d as the governance program to control the petroleum pollution in this area.By the using of this governance program, the ratio of purring the pollutants got 90.08% and the area of pollution plume reduces 68.2%. That means this governance program is useful for this groundwater oil pollution study area.
