Reflection And Improvement Of China's Environmental Label System

Since the twenty-first century, people have witnessed unprecedented glory and achievements. With the rapid economic development and the advancement of science and technology, human's conquest of nature has made themselves become the master of nature step by step. However, the improvement of living standards and the increase in material comforts are all depend on the cost of ecological damage. Form the beginning of this century, increasingly serious environmental pollution, ecological destruction, and environmental abusing are becoming more and more frequent, serious threat to human health, survival and development.On one hand, human had created unprecedented material wealth and unprecedented material. And on the other, they weakened and undermined the survival fundament of modern society in order to continue social development. As the environmental crisis deepened, sense of the human environment is gradually awakening. "Agenda 21" had been adopted at the United Nations Conference on Environment and Development in Rio de Janeiro in 1992, which marks the world has walked into the time of protection on environment, respecting for nature, and promoting sustainable development ,which can be named by "environmental era." With the era of environmental protection, human, who regard of healthy living as the goal of high quality, had began to pursue environmentally friendly products, which does not contain any chemical terms in. This kind of production is conducive to physical and mental health. In order to achieve this object, countries have taken a variety of active and effective measures. "Environmental labeling" is an important one of these measures.Most of the existing environmental label systems were widely used in developed countries, where the label itself had constantly developed into mature. In the domestic environmental protection and international trade, Environmental label has played a more and more important role. It not only promoted the requirements on production, but also adjusted to fit the environmental advocate on green consumption requirements. Besides, it enhanced the domestic enterprises to expand internationally competitive ability. But in developing countries, however, the environmental labeling based on high technology-based inspection system which is difficult for developing countries to achieve. As a result, many developed countries have used their form of trade as barriers against developing countries.In china, Environmental label system had been introduced in a very short period. The booming time of studying on Environmental label was after joining WTO. Since we implemented the environmental labeling programs, some achievement had been achieved by us. We had promulgated and implemented the a series of laws and regulations ,such as"The People's Republic of China Certification and Accreditation", "China Environmental Labeling Product Certification Committee Charter", "Environmental Labeling Product Certification Management Regulations "," Environmental Protection Law "and" Cleaner Production Promotion Law "and so on. However, environmental labeling program in China is still in its infancy. Many of the environmental labels were just implemented by government officials according to the introduction of foreign environmental labels and verification. These labels were just easily transplanted model form other country without a very good localization. Besides, too much attention have been paid to the international arena by the domestic academic community. All these conditions led the lacking of sense in building ecological safety of the settled civilization in China. However, the works on the environmental label, from the quantity to the quality, is relatively limited now.In order to analyze the nature, background and resulting theoretical origin of the environmental label, this paper would firstly keep sights on the concept of the labels, as well as describing the characteristics of typical model and regional environment symbol system status in developed countries. Meanwhile, analysis will be taken on several typical environmental labeling systems, including developed countries and regions. We can also compare the domestic environment labels with the one from abroad. According to this, essence lies in abroad will be found out to improve China's environmental labeling system, as well as environmental resources for legislation recommendations.
