According to human oneself demands of survival and development to be contented as the standard of evaluate eco-environmental quality, estimating eco-environmental quality subjectively. So ensuring. objects of eco-environmental quality, it is provincial natural eco-environment under the impact of human activities; Evaluation perspective is judging suitable extent of human survival with economic and social development by ecosystem stability and support capacity of natural resources. This evaluation of the view that the unity of subjective and objective, To lay the the eco-environmental quality evaluation method is the theoretical basis for research.Since Anhui province build the ecological province, on the one hand economy and society develop faster and faster, on the other hand people's consciousness of protecting eco-environment increase gradually, development and eco-environment is harmonizing. At the same time support ability of resource and eco-environment must increase continually. On the situation need to evaluate the quality of eco-environment termly, learning its actuality and trend, providing evidence for adjusting development and improving eco-environment.Eco-environmental quality evaluation method of the study focused on the establishment of eco-environmental quality evaluation index system, the evaluation model and its use.Evaluation index system of eco-environmental quality evaluation composed by five-storey structure:target level for the quality of the ecological environment in Anhui province, for the characterization of the ecological environment for human survival and development of suitable; the criteria level for evaluation is ecosystem stability and support capacity of natural resources, environmental quality and pollution control, to support the evaluation of the target; criteria layer by the decomposition of the evaluation criteria for elements and sub-element layer; vector constitute by 35 evaluation indicators layer. Five layers for the three sequences constitute the logic of relevance Anhui ecological indicators of environmental quality assessment system. Screening indicators, taking into account both eco-environmental conditions on the characteristics of expression and support the objectives of the evaluation function, also taking into account the current value under the conditions of the possibility of accurate。Researchers and experts, after several rounds of screening, the final 35 selected the fifth level indicators, belong to the fourth level 15 indicators and the third level 9 indicators, the second level 3 indicators. Indicators system covering the ecosystem, important foundational resources and the environment, have the representative, integrity, independence and specific characteristics etc. Through the repeated use of expert advice and using mathematical method, grading to determine the weights of the indicators used to adjust the objectives of the evaluation of indicators of support and tips on eco-environmental quality factor, the degree of concern. With the optimization of the ecological environment management system and technology level, the eco-environmental quality evaluation index system can be added to further improve.After comparative analysis on existing ecological evaluation, resources and environment evaluation method of model, the evaluation model to be followed with the representativeness, applicability, principle of convenience and simplicity, according to Anhui province eco-environmental quality evaluation requirements and the characteristics of the evaluation index system, the evaluation model building and the ideas of selecting evaluation methods to be made. Determine the use of analytic hierarchy (AHP) and principal component analysis (PCA) combined with. Implementing objective evaluation weighted, the hierarchical power structure of the principal component model, and the optimal partition into the ecological environment quality and grade. At the same time, the use of models and calculation steps to be proposed, calculating ecosystem stability, natural resources to support capacity, environmental quality and pollution control of evaluation unit using principal component analysis. Final sort eco-environmental quality index principal component, for the optimal partition, dividing the level of eco-environmental quality. Layered weight applicable to multi-layer index system, contribute to the expression of the ecological environment of the complex structure of quality systems. This method has the rigor of mathematical methods, to overcome subjective arbitrariness of general approach, increase the scientific content of the evaluation. To avoid the calculation error is too large through data range transformation, help to improve the accuracy and credibility of evaluation results.To evaluate two years eco-environmental quality of Anhui province administrative regions using the research method. The results with the community and researchers on the evaluation unit of eco-environmental quality are basically the same as the actual experience, the provided value of eco-environmental quality more objectively reflect the real situation, reflect the eco-environmental spatial variability and trends of the time transformation in Anhui province. It is helpful to analysis the change reasons accurately, and it has important reference value of development of decision-making and the development of relations between the adjustment and to strengthen the management of the eco-environment.
