Research On The Enterprise System Of The Public Participation In Energy Conservation And Emission Reduction

As the externalities of energy conservation and emission reduction, there are government failure and market failure. This provides an important opportunity for the public participation in environmental governance. Therefore, studying the public participation system in enterprises energy conservation has important practical significance.This paper analyzes the system of public participation in historical evolution, pointed out that China's environmental climate, the public right to the environment information, the costs and benefits of participation are the main factors. Based on the reasons of public participation in enterprise energy conservation, and the affect of public participation, the public participation model is divided into four categories:namely, between the public and the public participation model, under the influence of mass media, no government regulation and government control of participation, and business environment of each mode choice behavior of the correlation analysis, obtained under government control mode of public participation in environmental governance in China promoting the model. The article also noted that the Government can make comprehensive use of legal, economic means to force the enterprise energy conservation and emission reduction, the use of incentives to encourage public participation; business with rational economic man, limited rationality and opportunism of the features; a subject of extensive public participation, unity of purpose, the purpose of the non-utilitarian, convenient access to information, public participation in the system obtained the internal mechanism of public participation to promote business and government cooperation on energy conservation issues, and build public participation in environmental assessment system, the use of eight evaluation criteria evaluation of content and four major cities of the empirical analysis of information disclosure, environmental information obtained is an important condition for public participation, public participation shows the feasibility in practice. Forward from the government's laws and regulations, increase public environmental awareness, and strengthen interaction between enterprises and the public face of public participation in the tripartite system of recommendations for improvement.
