The fossil resources such as coal and petroleum in the earth will be exhausted in the170 years and 43 years. The scarcity of the energy will baffle the development of people.and the combustion of petroleum fuels brings a lot of environment problem. The most important question about energy is finding a kind of fuel which is renewable and friendly to environment and alternative. So the biodiesel is concerned by people.China is a large agricultural and population country, which has a large number of surplus Waste Cooking Oil, (WCO) and plant oil resources. For a long time, WCO resources have not utilized rationally. Statistic shows that if these straw resources can be utilized rationally, it will save a lot of energy consumption annually. Utilizing WCO resources rationally, which can eliminate pollutions, gain energy products and reduce CO2 emission, should be actively developed.On one hand, according to the technical framework and principle of life cycle assessment (LCA), present paper had applies LCA to research respective life cycle processes of biodiesel production system, including oil plant cultivation, transportation, plant oil production, straw-fired power generation, methanol and catalyst production, biodiesel produced, and biodiesel combustion and so on, two important assessment indexes of this production system obtained, including resource depletion and environment impact. The results, which show that the environmental impact loading (EIL) of 1kg biodiesel procuced is 6.0894mPET2000, while the resource depletion index (RDI) is 0.0185mPR2000, have reflected the environment performance of biodiesel production system objectively.In the viewpoint of environment, photochemical oxidation takes up the biggest proportion of environmental impact loading, accounted for 26.70% of the environmental impact loading of biodiesel production. The proportions of environmental impact loading occupied by other environmental impact including acidification accounted for 23.83%, nutrient enrichment accounted for 22.80%, global warming accounted for 20.99%, soot and ash accounted for 3.14% and solid waste accounted for 2.54%. In the viewpoint of resource conservation and saving, coal consumption contributes the most of resource depletion, accounted for 96.151% in total of biodiesel procuction system. And oil consumption, accounted for 3.849%. Based on respective processes in the life cycle of biodiesel production, biodiesel consumption process is the most important environmental impact stage, which contributes 46.32% of the total environment impact.On the other hand, the project on biodiesel system has been analyzed using the method of technological economics. The result shows that its static investment recovery period is 2.64 years (including construction period); dynamic investment recovery period is 2.84 years (including construction period); internal rate of return is 10.475%; net present value is 47.9564 million yuan, in the life of the project period will be expected to 160,959,900 yuan of profit, which investment in biodiesel plant construction period is 1 year, operating life of 20 years. It can be seen biodiesel production project is not only environmentally friendly, and is also a considerable investment projects profitable.
