| ShenMu Mining District is an important base for coal mining,the large exploitation of coal mining brings out serious ground depression for mining district, it has brought immeasurable loss to the mining environment and local farmers. However, the compensation standards of land damage have many shortcomings and disputes, It is worsening the relations between enterprises and local farmers,and affecting social stability. So, they are urgent to evaluation of the land damage degree for ShenMu and establishment rationally scientific compensation system.This article discusses the situation of ground depression and land damage, gets mainly affecting factors of the ground depression and land damage by analyzing geology, bergbau and hydrology conditions, and selects associated factors. Based on fuzzy comprehensive evaluation method, the article will divide the land damage degree of ShenMu into three levels of damage zone district for severe damage, moderate damage and light damage zone.Combined with the actual situation of mining area, The article analyzed different land damage and sphere of influence for the mining area painstakingly, and developed land damage compensation standard fit to the actual circumstances. To the subsidence land of severe damage area, it is proposed to compensate by the land value; to the other land of severe damage area, it is proposed to compensate by the output value of the land; to the moderate damage areas, it is proposed to compensate according to the ShenMu's original government documents, that year's compensation is be obtained by the compensation standard of the original draw for cash discount;to light damage area , it is proposed to compensate for the difference of crop production. The compensation standard accounts to the actual situation of mining area, the existing compensation standard is improved and modified, during the practical working, it can effectively reduce disputes. Setting up Compensation system is referent value to other similar mining areas. |
