Our country's high pollution, high consumption, high emission development style is increasingly undermining the environment we live. Eco-technology innovation pursuits comprehensive benefits, which is sustained economic growth, ecological balance, social harmony and orderly. Implementation of eco-technology innovation fundamentally helps to change the economic growth style. The ecological objectives bring into technological innovation system, which is significant to our country's sustainable development.This paper guides with eco-technology innovation theory and innovation system theory, drawing on home and aboard regional innovation evaluation, and evaluates JiangSu Provice's innovation system from ecological regional innovation capacity and ecological regional innovation efficiency. According to the raking of ecological regional innovation capacity and the raking of ecological innovation performace,this paper divides the 13 cities of JiangSu Province into three categories.The first category which has the same ranks of ecological innovation capability and ecological innovation performace,including WuXi,SuZhou,YangZhou,Huai'An.The second category which ecological innovation capability raking is better than the ecological innovation performance raking including NanJing, XuZhou, ChangZhou, NanTong, LianYunGang,TaiZhou.The third category which ecological innovation capability raking is weaker than ecological innovation performance raking,includingYanCheng, ZhenJiang,SuQian.This paper builds eco-technology innovation capacity index system from knowledge creation capacity, knowledge transfer capacity, innovation environment, innovation effectiveness. Then uses the statistical software SPSS17.0, and analyzes the eco-technology capacity of the 13 cities of JiangSu Province through factor analysis, JiangSu province 13 cities ecological regional innovation capability sequence is SuZhou,NanJing,WuXi,ChangZhou,NanTong,ZhenJiang,YangZhu,TaiZhou,XuZhou,Huai'An,LianYungang,YanCheng,SuQian. Last cluster the comprehensive results of the ecological regional innovation capacity of the 13 cities of JiangSu Province.The best class includes SuZhou,NanJing,WuXi.The better class includes YangZhou, ZhenJiang, ChangZhou, NanTong.The good class includes Lian Yungang, YanCheng, XuZhou, TaiZhou, Huai'An, SuQian.This paper establishes the ecological regional innovation efficiency evaluation index system from the perspective of input and output. Then uses super-efficiency DEA model, BBC model to evaluate 13 cities in JiangSu Province. JiangSu province 13 cities ecological regional innovation performance order is SuZhou,SuQian,WuXi,NanJing,ZhenJiang,NanTong,YangZho,ChangZhou,YanCheng,TaiZhou, Huai'An,LianYungang,XuZhou. According to the value of overall efficiency, this paper divides JiangSu province into three categories.The first category which ecological regional innovation performance are best,including SuZhou,SuQian,WuXi. The second category which ecological regional innovation performance are better, including NanJing,ChangZhou,NanTong,YanCheng,YangZhou,ZhenJiang,TaiZhou. The third category which ecological regional innovation performance are good,including XuZhou,LianYungang,Huai'An.According to the 13 cities' ecological regional innovation capacity and eco-innovation efficiency raking, this paper identifies the regional innovation system development process of these cities and proposes different suggestions to enhance regional innovation of these cities.
