The competition of every country and all the localities in the economic field is becoming the competition for the ability to innovate being to take knowledge as the basis. Natural innovation system and regional innovation system, which is taking as the basis and the important component area, becomes the focal point that people shows solicitude for gradually. Regional innovation system construction has played the more and more important role in regional economies. It takes enterprise as the main body, emphasizing the interactive between enterprise and the government, university and institution for scientific research, science and technology intermediary organ, thereby, promoting knowledge innovation, technological innovation, knowledge dissemination and application and driving area inner economy leap. The capacity of regional innovation is becoming the determining factor to have regional economies to compete for the predominant decisive factor, becoming the most important ability of regional development.In recent years, every province and city has carried out actively planning the construction of regional innovation system in the homeland. In this process, how, to ascertain the capacity of regional innovation, to find out problems, to bring forward the direction improving, to perfect regional innovation system step by step thereby is the important problem being worth studying. Therefore, building a set of scientific index system to evaluate the capacity of some regional innovation, owe the regional innovation system and the potential, structure innovation system, and provide policy have very important significance. The main target of this paper will be: On the basis that the common character estimating to regional innovation system in the homeland is analysed, the paper is to established an index system of evaluating the regional innovation ability and make a comprehensive evaluation of the state of innovation ability of five big area in which ceramic is proudced mainly in our country.On the basis of studying capacity of regional innovation and relevance theory home and abroad, this paper designs an integrated innovation assessment index system for regional innovation capacity. Using TOPSIS toothed based on Principal-Components and SPSS 11.5 software, this paper scores, and sequences regional innovation ability for those 5 area of China, and has put forward many development policies for how to perfect the regional innovation system.
