Ever since weather meeting was held in Rio de Janeiro rises in 1992, global warming problem has already attracted people's attention. Along with the development of economy, the energy and environment problem have already seemed to be more outstanding. The reason that lead to global warming still exist many uncertain factors, but human activities especially the burning fossil fuels, redunction in forest area and freon etc are important factors that resulted in global warming. Since the concept of energy-saving reduction and sustainable development have been put forward, its principle has gradually filtered into people's mind. How to make the balanced development of economy, environment and energy, is still frontiers and focuses in the research of the energy-saving reduction and sustainable development. Liaoning Province is important linkage of our country northeast economic development area and wreath Bohai Sea economic development area, and is also a region with rapiddest development of industry in northeast area, is still a big province of the energy production and consumption. Therefore, it is of important guiding significance to research the status of the energy-saving reduction and sustainable development in Liaoning.This thesis analyzes and studies energy consumption in Liaoning province from 2000 to 2005. According to the energy standard conversion coefficient, convert energy into standard coal, calculate and contrast the results, and come to the conclusion that energy consumption has increased from year to year, but the energy used for the terminal consumption accounts for only 80% of all energy, and 20% energy is lost in the production, transportion and energy reprocessing, then there is a loss in the process of energy utilization. This shows the using ratio of energy is low,and which caused an antinomy between the supply and demand of energy.Coal and electric power are the main structure in the energy consumption, but the rate has varied. The consumption structure changed from single structure to diverse, which is not only a buffer function to the energy's short, but also decelerated the pressure on the environment. The main biomass energy is the traditional firewood and the straws, and the new methane energy has seldom used.The energy consumption of each department is also different. The main consumption department is industrial, consumption is 7143.88-9328.47×104 tce, but increase slightly. Because of quickly developing of the economy, people's consumption ability also got an exaltation, which makes the life department become the second consumption department. The transportation department is one with consumptive the rapidest growth,it increases 474.81×104 tce in 2000 to 1188.26×104 tce in 2005,which embodies that a newly circulate industry will become the consumption corpus of this department, moreover, the growth of the private car is also a factor leading to the consumption growth.According to the ORNL calculation method, this thesis computed the CO2 emissions of each energy and each department,and found that the total emissions is the increasing trend year by year. The emissions of the solid energy is the most, which took up above 50% of the total fossil fuel emissions, but from 2000-2005 years, the emissions has descend. The emissions of the liquid energy have ascended over the years, the gaseous energy has no obviously change.This shows that the consumption structure of Liaoning has been adjusted or improvement of solid energy has improved.The emission of each department is similar to the trend of consumption.The emission per year takes up 70% of the total amount.The emission of biomass is in a great amount, the emission per year is between 23.45-26.97 Mt. The main form is the combustion of the straws. As traditional energy resource in rural area, the amount of use is very big.The contribution to CO2 emission is the most significant, which reaches more than 60%.Various index is used to analyze the relationship among energy consumption, CO2 emission and GDP. The result shows that the economic growth of Liaoning province is in extensional expanding stage, along with GDP per capita growth, the energy consumption per capita shows somultaneous growth. GDP per capita and CO2 emission are fitted with the model in EKC,and get the conclusion that both of the curve relation is "anti-N type", namely this relation between the two will appear to rise and descend over and over again and be placed in development stage of difficult conjunction.Therefore the artificial regulation effect is very important, and the energy-saving reduction will be an important way for sustainable development in Liaoning province.
