It is rich energy reserves that bring out rapid economic growth in Ordos City, which makes it a typical resource-based city. The polluted environment brought by rapid economic development cannot be ignored. To look for the experience which can be learned by Ordos, a study on the situation of environmental protection investment and financing research in the United States, Japan and the European Union is done. The most important thing in this paper is conducting field research and empirical studies on the environmental protection investment and financing of Ordos, screening a large number of statistical data, analyzing the situation of environmental protection investment and financing, performing evaluation, aiming at finding out the existing problems and causes to the current investment and financing environment of Ordos City. Finally, some counter measures and suggestions to the problems of environmental protection investment and financing of Ordos City are given. The author Hopes it can provide some reference for environmental protection career development of the city.The research results and innovations include the following parts: First, through the data collation and the literature analysis of the theory on international environmental investment and financing, as well as understanding about the patterns and the mechanisms of environmental protection investment and financing in foreign countries, to find out the valuable experience which can be learned by our country, and to enlarge our research field of environmental protection investment and financing; Second, under the research and analysis the practical problems of investment and financing in the current situation of domestic and international environmental, field studies and analysis to Ordos city are finished. And a suitable environmental protection investment and financing system to Ordos is presented, and the practical recommendations and references to the development of environmental protection investment and financing in Ordos are given. Third, in the course of the field research carried out in Ordos City, a lot of data is used to filter data, a certain indicator to construct a model is selected to do a local environmental protection investment and financing performance evaluation.The research methods used to the issue of environmental protection investment and financing in Ordos city can also be used to other resource cities.
