The Investment And Finance Mechanism Of Environment Protection Industry

At present, thought the Chinese environment situation has improved locally, it is worsening .on the whole. In the developed countries, environmental protection industries have become the important industries of economic development and the competitive focus of science and technology. So far, Chinese environmental protection industry has developed for twenty years, but there is great difference between China and world advanced level. From the view of the development of different fields, Chinese environmental protection industry could not keep balanced development. Recently, the awareness of environmental protection of our country citizen has strengthen, the country investment to environmental protection has increased steadily. But there are many problems in the investment and financing fields of environmental protection investment. So, to put forward the reasonable policies proposal of investment and financing of environmental protection is of great practical significance and stimulating challenge. This thesis is based on the public goods, environment taxes and industry economics theories, It applied the theoretical and demonstration analysis method to discuss the rational investment and financing policies of environmental protection industry. In the first place, the thesis reviews briefly the public goods theories and defines the content of environmental protection industry and the interact relationship between its specialty and economic development. Secondly, from the view of theoretical and demonstration point, author comparatively analyzes the evolutions of Chinese and other countries environmental protection industry, and introduces and summarizes other country抯 experience. Thirdly, Based on the factor analysis, the bottleneck factor of the development of Chinese environmental protection industry is found out. Aimed at the problems in the investment and financing field, the driving force of environmental protection is analyzed and the investment and financing policies to promote its development is discussed. Then, Based on the analysis of the limit and restriction of investment and financing mechanism and the other countries?experience, the author studies the choice of major investment and financing pattern, and the establishment of pluralism and socialization pattern of investment and financing mechanism. At last, Combined with factor analysis of the possibility and feasibility of environmental protection industries, the author also studies its market demand and how to transfer the demand into reality and bring forward reasonable policy proposals of investment and financing to accelerate and improve the development of Chinese environment protection industries. In addition, from point of demonstration, Xuan-Wu district of Beijing is considered as an example to analyze the investment revolution of industrialization of disposing solid waste. Through the study of the pattern of common participation of government and civilian organization of Xuan-Wu district, the innovation of investment and financing mechanism of disposing solid waste management are discussed. Of course, because of the limit of author knowledge and time, the study of this thesis is preliminary and elementary, and many contents still need to be developed and many works need to be continued.
