Chinese Environmental Diplomacy In The Early 21^st Century

With the global environmental problems increasingly becoming serious, environmental problems such as low-lever political issues caused much attention from the international community, compared with "military security" the senior political issue. After the Cold War, one of the important features of international relations is that the environment has become a major international political issue, and it has led international relations to be "green". In order to solve environmental problems, countries around the world strengthen international exchanges and cooperation and carry out a wide range of environmental diplomacy. The main contents of environmental diplomacy is promote international exchanges and cooperation in the peaceful way to adjust the international environmental relationship, so as to establish the international environmental mechanisms and address global environmental problems. Conference on Human Environment held in Stockholm in 1972 is the beginning of the international environmental diplomacy. United States, Japan, Europe and other developed countries is the protagonist of the environmental diplomacy which has showed different characteristics in development with different situations in each country. After the conference in 1972, Chinese environmental diplomacy has grown up and become mature. It has made a series of achievements which play an important role in enhancing our international status, promoting sustainable economic development, and stabilizing and strengthening the relationship with developed countries and the Third World, however, there are also many shortcomings. In the beginning of this century, China is under the increasingly severe threat to the environment. Not only threatened by the domestic environmental pollution and shortage of resources and energy, it also has suffered from invasion of foreign pollution, resource exploitation, green barriers and so on. Vigorously developing the environmental diplomacy has become the urgent task of China. The prevalent international opinion, "China's environmental threat", and other conflicts resulting from the environmental issues have an impact on our bilateral and multilateral relations. We must profoundly realize the urgency and importance of environmental diplomacy, and make right strategic objectives and tactics of struggle to develop and improve the diplomacy We should fully analyse the challenges and difficulties of environmental diplomacy China is facing to in the 21st century on the basis of understanding the profiles of the development of the international and China's environmental diplomacy. Then positively put forward development strategy and constructive advices on the environmental diplomacy .
