Nowadays, the environmental problems have become a new theme in international relations. It relates to politics and economy so deeply that it's changing the process of contemporary international relations. When addressing these environmental problems, the establishment of an effective international climate governance mechanism is particularly important. The United Nations, as agents of global climate governance, has made tremendous contributions to the solution of global environmental problems. EU plays an important role in the United Nations climate conference in recent years. China and US, as the two largest emitters of greenhouse gases, represent the way of international society taking part in global climate governance. In this way, to research the environmental cooperation and environmental foreign policy between the two countries is undoubtedly of great significance. This paper first reviews the history of global climate talks, introduces the participator in global climate governance and the related various factors. Then introduced the international climate governance and its operating mechanism, and doing a brief statement of the pattern and the development process of international environmental diplomacy. Finally, the paper focuses on Sino-US cooperation in the global climate governance process and where the differences lie, in hopes to find out the key impacting factors in global climate governance. Global environmental governance is essentially the conflict between emission right and the right to development, in which way the developed and developing countries should bear the responsibility is especially important. How to build a climate governance mechanism that North-South countries can accept is particularly important.
