Thousand of million tons of the fly ash were produced in China every year. In order to reduce the ash field land, protect the environment, improve the social and economic benefits and protect the public health and safety, the fly ash of lower natural radioactive level could be used as timbering.This paper discusses the factors that should be taken into account in performing relative and absolute measurements. Focusing on discussing the solid angle for a spherical source and a circular detector and source self-absorption factor, what is according with the previous work. The solid angle for a spherical source and a circular detector and the detection efficiency under the conditions of the laboratory measurement had the same trend which is they decrease with increasing the distance between the source and the detector.In order to understand the movement of fly ash and the comprehensive utilization, there should be a more systematic survey of the fly ash and slag in Xinjiang. Our work is about the measurement of the natural radioactive level of the coal from Urumqi, yili, hami and the coal cinder and slag from China power plant and state power plant in Urumqi .After that , the fly ash can be divided into high-quality, well, mixed use, low-grade so four levels according to radioactivity levels. The I_r are less than 0.48, the result reveals that the coal cinder's application range has no limit according to national standard used as the main building material. The coal cinder from China power plant was crushed to 60, 80 and 100 to analyze the impact of the size of sample. The result shows that the particle size of the sample has no impact on the natural radioactive level.The natural radioactive level of the (226)~Ra,(232)~Th,(40)~K in the soil around the China power plants was detected to analyze the impact on the surrounding environment by power plants .Besides, cement and sand which is unique in Xinjiang were measured to analyze the impact. The result shows there is not polluted thing about the soil around the China power plants.
