The marine coastal intertidal zones and wetland are rich in resources, which are affected by the dual effects of marine and terrestrial. In particular, marine-abrasion geomorphy is in an excellent geographical location and unique environment and it has the advantages from the resources. It is the bridgehead in recognizing and protecting the ocean; it is the link between the land and sea. It is very important for the country as its obvious advantages. Currently, the research of marine-abrasion geomorphy in the formation, development history, characteristics and evolution of the formation is still the main content of marine science. The research into the district that population density of coastal towns is large, that industrial development is highly, that water discharge is increasing daily, that ocean areas have been subjected to light pollution, and the regionalization for the marine-abrasion geomorphy of special protection, can help to make correct environmental policy and control measures, also can effectively protect the marine environment and achieve sustainable use of resources, and can assure the balance of coastal ecosystems and promote the healthy development of the natural environment which has a profound significance. This paper that based on the survey data from the environmental factors habitats in Liaodong Bay, focuses on resource characteristics, distribution, habitat status of the existing Liaodong coastal erosion lava, scientific selection and demarcation of the special nature reserves. By the scientific research and field visits, it can draw the following conclusions:(1)Especially when the coastal economic industrial zone of Liaoning became the national development strategy, the North Sea new economic zones in Liaoning Ying Kou that rapid development is in the shortage of per capita land resources, and urban industrial land is stretched to the ocean beach as long as 98 km along the coastline. Ying Kou North Sea New economic zone has 9 national or provincial or municipal economic development zone, occupied 78% of the coastline. (2)The "Twelve·Five" economic development planning of Ying Kou City and the urban development overall plan make the district around the coastal wetlands a key construction and development sites forming four large groups of space structures. (3) 18 million years ago the early Proterozoic metamorphic rocks-sea erosion sites and reefs face dangerous habitat change. So it is imperative to set a special nature reserve of shoreline, rock attractions location, select and demarcate the core area of special protection, transition zone and the test area. Therefore, based on the priorities principles of the special protected areas that is declared national, considering Liaodong Tuanshan 1 sea erosion wetlands, is a characteristic of particular ecosystem that the landscape is basically the existing rock reefs which are not subjected to human disturbance, it is recommended that donot set up a "Protected areas of scientific research, " and declare the establishment of protected areas 253.86 Km2.
