Qinhuangdao Coastal Area Environmental Protection Research

Coastal area is one of the main environmental areas for human survival. It is greatlyinfluenced by human activities and has a very fragile ecosystem. Human being developingand using the coastal area will certainly influence the environment. Qinhuangdao has richmarine resources, an outstanding geographical location, and the unique tourism, cultural andeconomic resources which is the important coastal tourism and port trade city in the north ofChina. The city develops the economy rapidly and has a bright future. But with the rapiddevelopment of the economy, people in Qinhuangdao developed the coastal area soexcessively that the environment was severely damaged which manifested as apparent waterspollution, pollution scope enlarging, ecosystem weakening, red tide, water eutrophication andso on. The environment pollution problem not only affects the ecological safety of this areabut also limits the development of Qinhuangdao’s economy. Therefore how to reorganize andgovern the coastal area environment and get the results is the key problem which thegovernments around the country positively focused on. According to a large number ofliteratures and field investigation, based on the first-hand information, this thesis takes thecoastal area of Qinhuangdao city as the study object and makes researches on theenvironmental status, problem, countermeasure and safeguard mechanism of the coastal areato serve as a reference for the Qinhuangdao coastal area environment management anddecision-making. The whole thesis is divided into six parts. The first one is an introductionwhich introduces the study background, meaning, domestic and overseas research status andthe research contents. The Second part is the research analysis of Qinhuangdao coastal areaenvironment. It elaborates the general situation of Qinhuangdao marine resources andenvironment, the main problems and reasons of coastal area. The third part is the main legalplanning research analysis for Qinhuangdao coastal area. It analyzes the situation of therelated law’s implementation and legislation about territory, sea area, wetland animals andplants protection and gave the advice for solve the existing problem. And the fourth part isenvironment protection countermeasure study of Qinhuangdao coastal area. From theperspective of the sustainable development of the marine environment and resources, it givesthe advices on the total amount control of pollutant, marine monitoring and management,laws and regulations, the ecological restoration and recovery. The fifth part is construction of the environment comprehensive improvement protection mechanism. It architects theenvironment comprehensive improvement model from the five aspects includingorganizational guarantee, supporting guarantee, fund guarantee, technique guarantee andpublic participation. And the sixth part is the summary.
