Lead-zinc tailings are the components containing the least target elements after mineral separation. Generally, lead-zinc tailings are the solid wastes that are formed by natural dehydrated slurry, which are the emissions of from concentrator. They are the major kinds of industrial solid wastes in which heavy metals and other toxic substances exist in the tailings. If the hazardous substances enter into water, soil, they will threaten the environment, leading to polluted environment and impact on the sustainable development of economy. Therefore, It is of great significance in strengthening the tailings system management for our economic development, environmental protection and human health.So far, there has been no systematic management and regulations on tailings. The theory of life-cycle management and the technology of systematic analysis are applied in this paper to control the lead-zinc tailings in the whole process, including generation, collection, transportation, utilization, storage, and final disposal, under the life-cycle management principle, reduction principle, recycle principle and pollution-free principle.As the treatments and disposals of lead-zinc tailings are not isolated, existing complex relations between each other, to construct optimal lead-zinc tailings management system becomes more and more difficult. By analyzing the lead-zinc tailings management at home and abroad, the status and the trend of tailing's treatment and disposal, the lead-zinc tailings management system was constructed in this paper. Multi-objective programming model was used in the system. The parameters of economic, environment and technology were analyzed and the solution model was proposed.Taking environmental factors, treatment and disposal environment factors and economic factors fully into account, the complex utility functions in multi-objective programming model has, were applied in optimization of the lead-zinc mine tailings management system for minimizing costs and environmental impact.Lead-zinc tailings management system composed by the multi-objective programming model was used in Yinshanfan as a case of management system planning. In two different cases, on the basis of detailed investigation and the analysis of Yinshanfan lead-zinc tailings'status, different optimization programs were obtained by optimizing the management system of Yinshanfan lead-zinc tailings in order to provide decision support for environmental manager.
