Sewage charges system exists for more than 30 years in China. It has made great contribution on raising environmental protection funds and controlling pollution, but there are many defects. Currently our country only collect sewage charges on five kinds of pollution, China's collection range of sewage charges is not wide. It did not contain heat pollution, light pollution, nuclear pollution, and electromagnetic radiation pollution. China's current standard of sewage charges is only half the actual cost of sewage treatment, so that the charging system plays a limited role on reducing pollutant emissions. So the standard should be higher than or at least equal to the cost of governance. Therefore, to moderately adjust the charges levied at the appropriate standard, should give full consideration of regional differences in environmental conditions. For the false information in the process of the discharger declaration, it can be solved by means of countradiction. Environmental monitoring department can monitor regularly and spot check discharger. In the process of collecting the fees, we should pay attention to the coordination of environmental monitoring agencies and environmental monitoring institutions. At the same time, we should simplify the procedures of sewage charges levied, in order to reflect the flexibility of emission charges. In the implementation of the reduction or exemption of sewage charge shall hold good cuts degrees, both strictly controlling the legal procedures of the reduction or exemption of sewage charge and making the sewage charge flexible. In the use of sewage charge, the management system of separation between revenue and expenditure must be strictly implemented. The sewage charge shall be placed in the fund and utilize only for the intended purpose. No unit or individual shall misappropriate sewage charge. Although China's sewage charges system still plays a limited role, but the pollution tax and emission trading system has become trend. So sewage charge system should be revised and perfected. We should transform administrative fees into taxes partly. In the reform of system of emission charges, special attention must be paid to the fusion and cohesion of legislation system and supporting measures.
