Taking Beijing and Hebei cooperative water conservation forest construction project as the research object, through investigation and study of natural, social and economic index, applicating ArcGIS, Erdas and other software established Being and Hebei water conservation forest spatial information database, applicating ecosystem service evaluation method to estimate ecological benefit of the 2009-2011 and 2012-2015 two-periods water conservation forest construction, applicating factor weight method to project future water conservation forest construction priority area, and forecasts potential benefits. The main research results are as follows:(1) Main influencing factors of ecosystem service shows a gradual change trend from northwest to southeast; social potential development situation presents the characteristics of southeast county> ChiCheng county>FengNing county, urban center areas> remote mountainous areas; Building economic forest,paid afforestation, increasing the income is the main motivation of forestry activities.(2) Drawing conclusions by water conservation forest ecological benefit evaluation of two periods: 30 years after the implementation of forestation project, the amount of water conservation reachs 2.3059×106 m3 annually, the amount of carbon sequestration 0.5045 X 106 t. In the two issues construction, water conservation quantity of Armeniaca vulgaris, Pinus tabulaeformis, Biota orientalis are 0.8711 X 106 m3,0.7579×106 m3 and 0.4314×106 m3 respectively; total water conservation quantity and water conservation of per unit area shows sequence of Armeniaca vulgaris> Pinus tabulaeformis> Biota orientalis. Carbon sequestration of two issues in statistics, total carbon sequestration of Pinus tabulaeformis, Biota orientalis and Armeniaca vulgaris are 0.2061 X 106 t,0.1129×106 t and 0.1384×106t respectively, total carbon sequestration quantity and carbon sequestration of per unit area shows sequence of Pinus tabulaeformis> Biota orientalis> Armeniaca vulgaris; Other types of water conservation forest are only small proportion. For regional character, total water conservation quantity of LuanPing, FengNing and ChiCheng are 0.8308×106 m3,0.4794 X 106 m3 and 0.8208 X 106 m3 respectively, total carbon sequestration are 0.1788 X 106 t,0.1236×106 t and 0.1711×106 t respectively, considering other factors that LuanPing has highest ecosystem servicesf value, FengNing ecosystem service is good, ChiCheng ecosystem service is relatively poor.(3)In second phase, high water conservation area increased to 44.42% from 41.36%, high carbon storage area increased to 52.8% from 13.9%, compared the two periods, the second phase construction has higher ecosystem service benefit structure. (4) Divided priority area for the whole construction project, drawing conclusion:villages number in the first grade is 18, reach to 239.41 km2,2.02% of the total area, villages number in the second grade is 379, the most villages, reach to 4592.66km2,38.66% of the total area, the third grade occupies the largest area, reach to 6436.41 km2,54.18% of the total area, ChiCheng is mainly localed in the second priority area, FengNing is mainly localed in the third priority area.The two contry reflects the overall construction priority trend.According to the impact factor characteristics of different regional, according to the division preferences, reasonable choice trees, such as Armeniaca vulgaris, pinus tabulaeformis and Biota orientalis, matching with compound configuration mode for planting meanwhile can help produce higher ecosystem service.
