With the continuous development of science and technology and progress of human social, environmental protection has become a hot topic in today's society, while protecting the ecology environment is a top priority of the environment protection. There are rich wind energy resources, flat site and simple terrain in Jiuquan city of Gansu province, which is development of pieces for wind farm and has the conditions for wind power base. To play a local wind energy resources, promote area and regional economic development, Development and Reform Commission of Gansu province proposed to construct the Million KW Windpower Base in Jiuquan region. Development and construction of windpower base will inevitably destroy the vegetation, construction activities will cause surface fragmentation, and throughout the development and construction activities will affect the study area's ecological environment. In this paper, by surveying the present situation of ecological environment and collecting the datum of shudy area, calculated the ecological environment quality index was 22.51 using integrated index method, ecological and environmental conditions are poor. By using landscape ecology method to predict the impact of the shudy area's ecological environment of development and construction of windpower base, the results show that development and construction of windpower base will improve the utilization of land of study area and increase the economic income; meanwhile, the landscape dominance will depress 0.1341, shannon's diversity index will increase 0.1343 and shannon's evenness index will increase 0.0428, the landscape will tend to diversity and evenness. Contagion will decrease 1.7802 and landscape dominance will increase 0.4979, landscape agglomeration will decline, landscape connectivity will become even worse and landscape fragmentation will be larger. In addition, development and construction of windpower base will damage study area's total wet weight biomass is 4959.13t, converted into dry weight is 3228.24t, total destruction of plant which would be damaged by construction is 15,513,100 (all types of small shrubs and herbs). New soil erosion from development and construction of windpower base which is predicted by mathematical model is 2,418,100t in this paper. Based on the evaluation results of the present situation and the predict conclusion of ecological environment and soil erosion prediction, this paper proposed environmental restoration and protection measures, and this will provide some basis for ecological environmental protection for Jiuquan, also develop a reference for windpower projects in the future.
