Water is the basic material to maintain the healthy development of the ecological system. With the development of social economy, more and more pollutants go into the rivers and cause rivers water pollution and function degradation, so the water quality evaluation and river water environmental capacity research has caused wide concern. Huihe River wetland nature reserve is typical natural wetland ecosystem grassland area in north China, which has an important role for maintaining function of water conservation of the three northeast provinces, protecting biodiversity, constructing the national northern ecological barriers. Huihe River water quality has important effect on Huihe River national wetland nature reserve area and ecological environment. In this paper, on the basis of predecessors' achievements, through on-the-spot investigation of the non-point pollution, investigating the control section of Huihe river basin. and regular water sampling and testing, many first-hand information data from Huihe River basin were used to study water pollution sources and water quality analyzed. Finally the water quality model was used for water environmental capacity calculation, and the main research contents are as follows:(1) According to the water pollution situation of Huihe River basin, five control section were located, and water samples were collected and test. A total of 11 times river water quality testing was determined in 2009-2010, and water quality monitoring index and evaluation technology method was used to study water pollution characteristics of the Huihe River basin. The population and animal husbandry middle were investigated, and the results showed that the main pollution sources for water basin was non-point pollution, and the main pollutants was ammonia nitrogen, total nitrogen, total phosphorus and COD.(2) Using the integrated pollution index to evaluate water quality of Huihe River basin, and the results showed that the whole basin were in the severe pollution state under the conditions of high water quality standard, and the water pollution levels from top-down increased gradually. However, considering the bottom value is high, the study shows that the WengGen TaoHai control section to upstream watershed is mild pollution, and the WengGen TaoHai to the ChaGanShan control section is moderate pollution, and the ChaGanShan control section below to basin export is severe pollution.(3) Using water quality model, the water environmental capacity is calculated. The parameters in the model must be identified according to the basin hydrology data due to the shortage of data in the study area. Under the three kinds of circumstances assurance, namely 90%, 75%, 50% of annual runoff in Huihe River as the hydrological design conditions for different control section interval, the water environmental capacity should be calculated respectively to get the whole river basin water environmental capacity.(4) Based on nature and social characteristics of Huihe River basin, the meteorological elements and the change of land use to the influence water environmental capacity of river basin were analyzed, and finally measures for improving water environmental quality were put forward in this paper.
