Water environment capacity is a basic theory of environmental science, which reflects the principals of pollutant migration and deposit in water environment and the environment tolerance in the particular function. In practice, water environment capacity is the basis of environment objective management and a main constrained condition of district environment planning as well as the key technique of the total water pollutant control.As a kind of resources, the water environment capacity has not only the characteristics of natural resources, but its own characteristics. This paper has in detail reviewed the basic theories on water environment capacity calculation models, and analyzed the reason for keeping sustainable development and the total water pollutant control to research water environment capacity. With the statistic of 17 indexes monitoring data from 2001 to 2005 of six monitor sections offered by Harbin Environmental Protection Administration, I made assessment of water quality of Songhua River along Harbin City. Whilst collecting a large quantity of environment monitoring data, surveying data and hydrologic data, the paper has researched the river water environment capacity of Songhua River, which offers a base for river management.One-dimension model and two-dimension model were used respectively to calculate the environmental capacity. To summarize the difference between these two models and to study the mechanism of them. On the sequence, we went to the conclusion that two-dimension model was recommended. At last, I compute the whole water environmental capacity of Songhua River and get the result of pollution reduction was only needed in the region of Harbin City, but not the upper and lower region.The amount of discharging was also given companied with the result mentioned above and that was obtained by the difference of water environmental capacity and real discharging amount. This result will be used as a reference of pollution reduction based on pollution control of Songhua River along Harbin City.
