In recent years, the bays along the coastal China has been strongly exploited with the booming development of marine economy. It results in a significantly intensified ecological pressure on the bay ecosystems. The environmental pollution in bays not only deteriorates the function of ecosystem but also the biodiversity, since it directly influences the sustainable development of social economy around bay area. Under this conditions, the study on the integrated management on the bay ecosystem shall benefit the overall social economic development as well as the bay protection. Besides, the study shall provide a scientific references for an effective integrated management for the bay.Based on the characters of bay ecosystem and requirement of bay management in Fujian Province, this study concerns the strategies or approaches for integrated management of bays, including frame-constructing of integrated management, indentifying key problems and faults in the management, setting up the goals of managements, planning fulfillment, management system and operating mechanism, and putting forward the management strategies and approaches. In this dissertation I also take the Quanzhou Bay as example for the study.The important contents and results from this study were:(1) Basis on the previous studies in the methods and practice of integrated ecosystem management, this study analyzes and summarizes its connotation, principle and approach. This study also compared the difference between management of bay ecosystem and traditional resource environmental management. After thoroughly analyzes the key features of bay ecosystem, the present study also compares the difference in ecosystem management between the bay and land.(2) Considering the features of Fujian bays, such as semi-closed, affected by the input of large river and terrestrial pollutants, and under increasing pressure of exploitation, this study analyzed the ecological status in the most important bays in Fujian Province and the problems in aspects of bay management institutions. Moreover, the necessity and emergency of further introducing and applying managing approach based on ecosystem is highlighted.(3) Based on the requirement of serving bay management in Fujian Province and the principles of ecosystem management, this study constructed the frame of integrated bay management, and set up a method system which contains the estimation of bay's borderline, identifying key problems in ecological environment, setting up management goals, constituting and carrying out management plan. The study emphasizes the importance of strengthening management system and mechanism,constituting and carrying out management plan, and guiding public participation in promoting management reform.(4) In Quanzhou Bay, on account of its ecological environment and management situation, we conclude that the key limitation in the integrated management is a lack of ecosystem management plan which supports the overall sustainable development of the bay. Moreover, it is in great need to establish the committee of integrated management and consultative committee, as the mechanism and system of integrated bay management has not been built up to meet the demands of ecosystem management principles. I put forward a series methods, including ecological zoning protection, environmental control by classification, total load control of pollutants, reduction in pollutant inputs, ecological restoration and construction, to improve the integrated management of watershed, coastal zone and bay. Additionally, in aspect of management system and mechanism, I suggested that the terrestrial area and sea be integrated as a whole in the bay management. The management strategy also included cooperation among the trans-department and trans-region, adjustment management, public participation with aims of protecting the integrality of ecosystem (land reclamation control), reducing the pollutions in the sea, and with the aids of ecological monitoring and restoration.
