A Study Of Urban Automobile Emissions Control Policies

Urban automotive vehicle inventory has risen sharply with the social economicdeveloping. The cars bring convenience to people ,but also emit carbon monoxide,hydrocarbons, nitrogen oxides, particulates and other pollutants, which pollute theatmospheric environment and damage human health, make an extremely negativeimpact to social and economic sustainable development. Therefore, the automobileemission control has become an important topic within the scope of environmentalprotection; many domestic and foreign cities make policy to control automobileemission pollution, and have achieved certain results. The automobile emissioncontrol policies implemented by the developed countries are automobile emissionsstandards, green taxes, new energy vehicles, I/M system and the bus priority and soon. In China, cities like Beijing, Shanghai and Guangzhou have taken the typical localstandards and supporting fuel standards, environmental management and green flag ofpublic transport and other effective measures to deal with automobile emissionpollution.At present, China's urban automobile emissions standards for regulation andpolicy are still lagging, taxes, and supervision management system is not standardized.And as the proportion of the automobile emission pollution in urban air pollutionincreasing, Chinese cities should pay close attention to improving automobileemissions and fuel standards, vehicle tax structure reform, strengthen supervision andmanagement of car environmental protection. As a coastal economic open citiy,Guangzhou, according to the current growth rate of the number of automobiles,automobile emissions on ambient air in Guangzhou City, the pressure caused by thepollution will continue to increase, the Guangzhou automobile emission pollutionproblems are particularly acute, the automobile emission control policies need tocomplement and strengthen urgently.
