River water quality simulation and environmental capacity are getting more and more attention currently in the field of water environment. The result is an important approach to solve to realize a scientific and modernized decision making process.Water environment is a complex system, which is affected by many factors, MATLAB is an artificial intelligence of complex non-linear science and cutting-edge science, which the BP network is relatively more mature and the tool of Simulink is still in its infancy in the field of water pollution control and applied research. So it becomes an inevitable trend and the urgent need to develop a practical, accurate calculation of water quality simulation model to predict river water quality and water environmental capacity study, which will be significant to improve the intelligence level of water quality modeling.Based on previous research work of studying team, in view of the insufficient study of river water quality simulation and environmental capacity using computer simulation tool, this paper made some studies on BP network of water quality simulation modeling and the application of one-dimensional model. Based on the assessment of the status of water quality, through the selection and establishment and application of model, this paper simulated the water quality and gave quantitative calculation to water environment capacity of the Moshui River, which has a certain theoretical and practical reference value. The main research results are as follows:(1) Through the current status of evaluation and analysis to Moshui River water quality, we got the circumstances of pollution and the main pollution parameters of the status. Based on the monitoring section of the actual monitoring results, this paper used an integrated water quality identification index for water quality assessment, determining the basin the major pollution factors are CODCr and ammonia nitrogen and the downstream contamination is relatively more serious.(2) With good visual function Matlab/Simulink toolbox has been widely used in many fields, this paper built up the BP neural network model based on the visual function of Simulink and the black-box learning of BP neural network. This model avoids the previous limitations of the use of BP networks and temporary, expands the scope of its application. Given the hydrological characteristics of Moshui River, using this model this paper gave a predictive analysis for water quality of Moshui River estuary. The results showed that when the discharge of pollutants into the estuary is less than forecast results (CODCr≤195.6mg/L, ammonium≤45.5mg/L), river water quality ink will not the main reason for changes in Jiaozhou Bay water quality.(3)According to the actual investigation and related information, through the generalization to the river, this paper built modular Simulink-based one-dimensional river model for the first time, computing the river water environment capacity ink a quantitative. In this paper, we used the model calculated the maximum allowable emissions from sewage. The results of the capacity are CODCr2639.74t/a and ammonia138.48t/a. To protect river water quality of the ink from damage and pollution, the regional emissions should be controlled within the value. Finally, according to the principles of total amount control of pollutant emissions on regional and governance put forward a certain amount of pollution and control measures.
