Using the traditional method, the dissertation assessed the resource of water pollutant. At the same time , based on the observed water quality environment on some reseach of huaihe river and qualitative data, a new fuzzy math method was put into forward in this paper . The new method was analysed and compared with other assessments to assess water qulity of Huainan water enviroment.It shows that the new method wiped out the influence of subjectivety used in water qulity assessment and it is practiced.How to distribute the amount of pollutant which was permitted to drain into river is the most important part of the pollutant control measure. Using FAHP , the paper studied the distributting model. Compared with other method models , it is rational and practical.The dissertation model mainly uses asystem method to evaluate the situation of surface water inHuaiNan city of huaihe River, makes long-term plans. It provide local policymaker some convenience and has some practice and reference value.
