Industrial symbiosis can be defined as sharing of services, utility, and by-product resources among industrial actors in a specific area to add value, reduce costs and improve environment. Chongqing is located in southwest China, and traditional heavy industry occupies a larger proportion. The consumption of natural resources greatly exceeded the capacity of natural resources because of fast industrial development, affecting the socio-economic development and improving the quality of human life.This paper attempts to apply the industrial symbiosis theory in Chongqing industrial solid waste utilization studies, whose goals are to promote the comprehensive utilization of industrial solid waste in Chongqing to resources, systematic change, and promote efficient use of resources, reduce waste emissions and promote the healthy development of the economy.First, this study has undertaken analysis of domestic and international projects of industrial symbiosis programs, and then doing a research on the situation of Chongqing's industrial solid waste generation, utilization and disposal. The situation is that the amount of industrial solid waste generation is huge with increasing trend year by year, and the utilization is about eighty percent. To increase the utilization rate need to rely on industrial symbiosis theory. Meanwhile, the exchange of industrial solid waste in Chongqing has some difficulties such as poor flow of information, complex, mixed, small volume and low value or some specific waste or recycling of secondary raw materials hard to utilize, the private recovery lack systematic management. Moreover, domestic and foreign industrial symbiosis projects'success and failures experience suggest that Chongqing's industrial symbiosis must adhere to the principle of public welfare, and requires government support for stable operation of industrial symbiosis according to China's national conditions. The ternary model is designed to solve industrial symbiosis difficulties exists in waste exchange part; industrial symbiosis information website works as the media to address the problem of poor flow of information;Besides, in order to stimulate public interest and ensure the stable operation of industrial symbiosis, industrial symbiosis should be non-profit and get support from government. In addition, the thesis of Chongqing Industrial Symbiosis positioning system and framework, structure design, system design characteristics and for the key issues and solutions are described in detail. Chongqing is a city of heavy industry with iron and steel industry locates a large portion, in which a large quantity of industrial solid waste generation and utilization are limited. In this thesis, through analysis Chongqing Iron & Steel Co. Ltd. for industrial symbiosis research, which is the representative of Chongqing Iron and Steel Industry, concluded that industrial symbiosis will increase the comprehensive utilization of industrial solid waste, while bringing economic benefits and environmental benefits.Through study on industrial symbiosis based on industrial solid waste in Chongqing, this study concludes that Chongqing's industrial symbiosis system will bring both economic and environmental benefits to enterprises. Besides, the use of Chongqing industrial symbiosis system to serve industrial solid waste in comprehensive utilization is feasible and will help Chongqing achieve economic and environmental benefits'improve.
