With the global problem of worsening ecological environment, Coordinating relations between natural environment and Human activities, and searching for sustainable development of economic and social, has become an important topic in today's society. Regional eco-industrial chain planning is an important way of realizing sustainable development. Based on industrial ecology, it establishs industries "downstream" by imitating natural ecosystems biological chain mechanism. Under this pattern, "by-product" of one produces process maybe the raw material of another process. So that the resources (energy, water and raw material) of the entire industrial system comes to be a closed–loop circle. By doing this, we can well protects the environment while enhancing the economic welfare.The paper conducts the research by combining demonstration research with normative research, quantity research with quality research. On the basis of theoretical research and field research, and in view of the deficiency of the eco-industrial chain research, the paper conducts the special research: planning and designing of regional eco-industrial chains, management and governance mechanism of regional eco-industrial chains, evaluating of regional eco-industrial chains. And noting that the research of various aspects of convergence and relevance.The paper firstly reviews and analysis the related theory of regional eco-industrial chains. According to the construction principle of regional eco-industrial chains, the paper defines the concept and describes the structural model of regional eco-industrial chains by imitating the producer, consumer and decomposer in natural ecological system. Then, the paper analysis the characteristics of regional eco-industrial chains and put forwards content and method steps of regional eco-industrial chain planning and designing combining related Cases. Next, in order to better maintenance stable operation of the regional eco-industrial chains, the paper defines the stability concept of regional eco-industrial chains, and analysis the factors affecting stability, then designs the management model and governance mechanism of regional eco-industrial chains.
