During the environment deteriorating period, water resources was becoming valuable increasingly. People continued to look for all available water resources.If the water with sewage woubld be recycled,treated and reused properly, then it can be help people solve the water scarcity problem to some extent, improve our living environment. For the oil refining enterprises, how to effectively deal with the sludge generated in the production process to avoid adverse effects on the environment, has becomed an important issue which the company must face.This paper describes the process of sludge in oil refinery, elaborated the method about treating common sludge and oil sludge in domestic and foreign nation.Investigated the source of the sludge in a variety of refineryies, study the composition of the sludge besed on used the experiment, defined the water content and composition of the waste slurry.The heat value of the waste slurry was calculate with Mendeleev and Dulog formula and compared against the actual data, which enable the selection of a suitable heat value calculation method for the waste slurry sample from the refinery. After comparison of incineration equipment and incineration process, rotary furnace and its principle process was selected for the refinery.Combining with production technology and characteristics, carried out safety and environmental assessment on sludge treatment devise of rotary incinerator. On base of analysising the main risk factors and the hazard, proposed a variety of technical measures and protective facilities and equipments to reduce the fire and explosion in the production process and minimize the risk to the health and safety hazards, effectively improved the working conditions of workers and protected workers'health and safety.
