Global climate change is an important proposition for the sustainable development of human beings. Most scholars believe that the carbon emissions caused by energy consumption is an important factor in global climate change, and human activity is the key factor to increase carbon emissions, tourism is no exception.Research shows that tourism activities involved in the "food, housing, transportation,travel, shopping, entertainment," the six links need to consume energy, and its impact on climate change in the resulting carbon emissions enough to "tourism is low energy consumption, low pollution industries" this traditional thinking form strong impact. At present, our country has made it clear to the "greenhouse gas emissions in 2020 unit of GDP in 2005 on the basis of reduce 40% and" carbon dioxide emissions per unit of gross domestic product in the the People’s Republic of China national economy and social development in the twelfth five years plan "period reduce 17% of the two binding targets. In addition, for the tourism industry to deal with the problem of carbon emissions, the State Council "on accelerating the development of the tourism industry views" mentioned, promote energy saving and environmental protection, the implementation of energy-saving, water-saving and emission reduction projects,advocate low carbon Tourism; China is also in the declaration of the 2022 Winter Olympics put forward "the construction of low carbon Olympic area". Therefore, how to coordinate the outstanding contradiction between the carbon emission and tourism development has become a problem to be solved urgently in the government department and the academic circles.This paper to the overall level of our country and under the jurisdiction of the eastern, central and western regions, for example, in the analysis of existing tourism carbon emissions based on the existing literature, from the three aspects of accounting for the total, the influence factors and the potential of energy saving and emission reduction in 2005- 2014 in the 10 years of China’s overall level and under the jurisdiction of the eastern, central and western region tourism carbon emissions are estimated and analyzed, and some conclusions. This thesis is composed of 7 chapters.The main research contents are as follows:(1) the first chapter is the introduction. Mainly introduces the thesis of the overall level of our country and under the jurisdiction of the background and significance of East, middle and West Tourism Research on carbon emissions, and a detaileddescription of the writing process involved in research contents, technical route,,innovations and intends to solve the key problems.(2) the second chapter: literature review. According to the research that related to the conclusion of the study; and from the reasonable adjustment of economies of scale, improve the efficiency of resource allocation ""deepen the existing industrial structure, promote industrial transformation and upgrading of the "energy-saving emission reduction technology innovation, improve energy utilization efficiency" "optimizing the energy consumption structure, increase the supply of clean energy" "the concept of low carbon tourist, tourist guide and low carbon tourism put forward China’s overall level and under the jurisdiction of the East,and west tourism carbon emission reduction countermeasure and the suggestion.Finally, the main research content of this thesis is summarized, and the deficiencies of the research are summarized, and the future research prospects are put forward.According to the 3 chapter, the fifth chapter and the sixth chapter, this thesis draws the following conclusions:(1) of tourism carbon emissions year after year become normal development, the East High and west low become normal development; tourism carbon emissions intensity, decreasing year by year has become the trend of development, high in theWest and low in the east to become normal development. At the same time, the state incentives, festive events and activities has significant stimulating effect, and lead to a sharp rise in tourism carbon emissions intensity; energy saving and environmental protection policy, the sudden natural disaster has significant control effect, and lead to tourism carbon emissions intensity dropped significantly. These changes make the tourism industry carbon emissions in the anti crisis cycle process showed "V" type fluctuations, and in 2006, 2009 and 2013, the formation of tourism carbon emissions growth inflection point.(2) in terms of the overall level of our country and under the jurisdiction of the district level, economies of scale factor(TIE), reception passengers factor(P) for incremental factor, industry structure factor(TISi) energy efficiency factor(TEIi)energy structure factor(TESij) performance decrement factor. In addition, incremental factor caused by incremental utility by regional economic level has a positive effect on, incentive policy and festive events and activities in the country has amplification effect, in under the influence of energy-saving emission reduction policies and sudden natural disasters showed reduced effect. However, decrement factor induced reduction effect by the level of regional economy negative effect and the incentive policy and festive events and activities of the national show reduced effect, in under the influence of energy-saving emission reduction policies and sudden natural disasters has amplification effect.(3) for tourism carbon emissions energy performance, the nation presents inverted "U", the eastern region has increased year by year, the central and western regions showed "N" type; for carbon emission and energy conservation potential of tourism, the nation presents "U" type, the eastern region showed decreasing year by year, the central and western regions show an inverted "N"; for the carbon emission reduction potential of tourism, the nation presents "U" type, the eastern region showed decreasing year by year, the central and western regions show an inverted "N". At the same time, energy-saving emission reduction targets and the global financial crisis on the potential of energy saving and emission reduction potential is significantly reduced utility, national incentive policies and festive events on the potential of energy saving and emission reduction potential is significant incremental utility.
