With the developing of economy and population, the municipal solid waste (MSW) has been increasing quickly. The increasing MSW in China can not only bring great harm to the environment, but also greatly hinder the rapid development of economics. It is China's great concern how to plan and manage MSW properly. Therefore, it is very necessary to construct an optimization model to deal with the waste treatments.The main treating method for our nation's solid waste is the landfill, incinerator and compost. As these disposal technologies become more and more mature, the single disposal method cannot meet the developing needs of economic and environment. Through analysing the solid waste disposal technologies which are widely adopted by domestic and foreign countries, did this study point out that the waste comprehensive management has become an inevitable trend. According to the comprehensive management principles and the organic combination of processing technology, the waste collection method, the logistics distribution and the disposal proportion can be optimized by the model. The interval-parameter chance-constrained multi-objective mixed integer linear programming model (ICMOMILP) for MSW was established, which was based on both mixed collection and source separated collection. Then the economic parameters and environmental parameters were analysed. Finally the solving method was put out.The model was applied to planning of MSW management in Dalian Development Zone. And the generation and disposal status of Dalian Development Zone were analysed. The next 12 years' generation amount of MSW was forecasted. Three scenarios based on the investigation and the analysis on solid waste management of Dalian Development Zone was established to solve this model.The analysis conclusion can provide a scientific foundation for decision-making on solid waste management of Dalian Development Zone.
