The domestic solid waste of the city is the primary pollution source of the urban environment. Especially due to the population growth, the speeding-up of the urbanization along with the fast global economical development in recent years, the rubbish output is also increasing rapidly, and the composition is more and more complicated. The city waste has already become an environmental and social problem which strongly influences the people's daily life and national economic development. Therefore to study and establish the scientifically reasonable processing system for the city waste has significantly theoretical and practical.meaning. At present, comparing with the foreign countries, China still has considerable insufficiencies in every aspect of waste processing techniques and management, the processing ability is relatively lower, and the "the problem of waste" is still without an effective "radical cure". Under this background, this paper takes Fuxin as the research object, and on the basis of analyzing and estimating the present situation of the waste treatment and management system of Fuxin city, gaives a waste treatment proposal from the very root on the separately collecting, transporting and finally treating the domestic solid waste of the city. Mean time, by using multiple analyzing methods to make multiple-target integrated profit evaluation on the waste collecting and transporting processing techniques, so as to choose the waste processing plan which fits the Fuxin region best through analyzing and comparing. The paper lodges a set of systems for the waste classifying and collecting management that conform the practical situation in the local area on the basis of environmental sustainability, economic supportability and social acceptability etc, to acceleratively achieve the final aim of realizing "decrement", "innocuity" and "resource" for the waste processing.
