At present, the maintenance costs of Lei-Yi Expressway is becoming increased year by year. In order to avoid unnecessary waste with blindly maintaining, it is particularly important to carry out the long-term road maintenance plan. The goal is to solve the problems, such as determining reasonable plan, budget, optimal allocation, using the maintenance fund and determining the maintenance sequence, time and measures in the project network.The main research works are carried out in the thesis according to the pavement performance, maintenance and management situation of Lei-Yi Expressway. And they are presented as follows:First of all, according to the test data of Lei-Yi Expressway pavement performance in recent years, many works are evaluated, such as the functional properties, structural load-carrying capacity, structural performance, security, visual and traffic load of Lei-Yi Expressway. In this way, it can determine many problems, what level of service is, whether to adapt the existing traffic flow and the need for axle load and which the reasons of main diseases are. Next,several typical sections are divided in consideration of the performance evaluation results, the level of traffic volume, pavement type and the main factors of road surface damage. According to the different division method Lei (Yang) Yi(Zhang) freeway is divided into a number of typical sections ,and analysis the Advantages and disadvantages,Determine using the gray clustering method to divide Lei (Yang) Yi(Zhang) freeway ,it is more appropriate.The forecasting model of Lei-Yi Expressway pavement performance between time and axle load is established, and also considering the variation of axle load changing with time, economic and social development. In addition, we also scientifically and rationally predict the long-term use of various characteristics of typical sections. Through prediction, the decay rule of long-term pavement performance of expressway is penetrated.Last, based on the evaluation and prediction, the optimization model of maintenance plan is established through comprehensive consideration of economic efficiency and demanding the minimum requirements of road service level, identified Lei (Yang) Yi(Zhang) freeway maintenance time, the problems of maintenance priorities and optimal maintenance methods of expressway can be solved. Furthermore, on the basis of long-term pavement performance prediction and the model of maintenance strategy, it should carry out the plan of the typical sections maintenance measures each year. That is to say, the proper maintenance plan and the best fund allocation are used for proper time in typical section maintenance. At the same time, on the base of Referencing domestic and international highway maintenance experience, proposed three fundamental overhaul program, and analysis the Advantages and disadvantages, provides the theoretical Support of Lei (Yang) Yi(Zhang) freeway Maintenance, provide reference for learning the long-term performance and Maintenance strategic of other freeway.
