Study On China's Legislation Of Biomass Energy

Abstract In 1970s with the rapid development of world's economy, the environment has experienced some serious damages and there was even a shortage of energy, so humans began to realize the environmental and energy issues and focus on renewable energy. Biomass energy being a renewable energy and favored by countries in the world, so in order to promote rapid development of biomass energy plenty of single laws have been enacted. At present, there are some provisions of biomass energy in "The People's Republic of China Renewable Energy Law" and "The People's Republic of China Circular Economy Promotion Law" and a number of other local regulations, which are fragmented and do not practical. In order to solve energy and environmental problems, China needs to enact a single law on biomass energy.In this thesis, the author begins with the conception of biomass energy, then systematically analyzes the characteristics and the types of biomass energy, at last further introduces the status of the development of biomass energy in China. From the theoretical point of view the author also analyzes the necessity and feasibility of legislation on biomass energy. The author also from the perspective of jurisprudence,the legislative law,environmental and resources protection law gives some suggestions on building the basic legislation structure of biomass energy in China. The author then discusses the guidelines,basic purposes,fundamental principles and the basic system of biomass energy legislation. Finally in order to provide a theoretical basis for the development of biomass energy in China ,the author discusses other issues about the legislation of biomass energy.
